Evaporative Emission System Incorrect Purge Flow

The evaporative emissions system is not purging the stored fuel vapour at the rate the module expects - either too much flow or too little. The purge valve opens to let vapour from the charcoal canister into the engine; when the measured flow does not match the commanded flow, this code appears.

What to check, in order

Check the purge valve. A valve stuck open lets vapour into the engine constantly and can also upset the idle.
Trace the purge line for kinks, splits or a disconnected end.
Listen at idle - a purge valve that is meant to be closed but is passing can sometimes be heard.
If the car is hard to start straight after filling up, that supports a purge valve stuck open.
